Cash Count: Lessons from Cash Transfer Schemes in East and Southern Africa
for Supporting the Most Vulnerable Children and Households. This study
undertaken by Save the Children UK, HelpAge International (HAI), and the
Institute of Development Studies (IDS), examines the dynamics behind unconditional
cash transfers, and the development of social protection policies to reach
out older people and children. This analysis encompasses the relationships
between unconditional cash tranfers, in their perspectives to respond to
chronic poverty, food insecurity, and HIV/AIDS in Eastern and Southern African
countries. By comparing two different views about cash transfers, the study
tries to delineate gaps in terms of knowledge dissemination, and evidence
based practice through a qualitative approach. Where the impacts of social
transfers, and their policy instrumentations vis-à-vis programming,
and institutional planning are thoroughly put to the test. PDF 7(6p).
